This course is designed to align with ICAO Annex 9 (Facilitation) and relevant national regulations. 
This course targets mid- to senior-level managers in civil aviation authorities, airports, airlines, border control agencies, and related stakeholders.

By the end of the course, participants will be able to:

Day 1: Introduction to Facilitation in Air Transport
•    Overview of Annex 9 and ICAO facilitation objectives
•    Legal framework and global context (Chicago Convention, SARPs)
•    The relationship between facilitation and aviation security
•    Key stakeholders in facilitation
Day 2: National and Airport-Level Facilitation Programs
•    Establishing a National Air Transport Facilitation Program (NATFP)
•    Role and structure of the National FAL Committee (NFALC)
•    Airport Facilitation Committees and SOPs
•    Coordinating multiple agencies (customs, immigration, police, health)
Day 3: Passenger and Baggage Facilitation
•    Passenger data processing (API, PNR, biometric systems)
•    Visa and travel document examination (eMRTD, MRTD, ICAO Doc 9303)
•    Queue management and passenger flow optimization
•    Assistance to persons with disabilities and reduced mobility
Day 4: Cargo, Mail, and Crew Facilitation
•    Cargo and mail handling standards
•    Pre-arrival information and Single Window systems
•    Crew clearance procedures
•    Digital transformation and paperless processes
Day 5: Emerging Issues, Evaluation, and Action Planning
•    Public health emergencies and contingency planning (e.g., COVID-19)
•    Passenger rights and complaints handling
•    National facilitation audits and compliance monitoring
•    Group presentations: draft airport/NATFP improvement plans
