Introduction:
This course examines the eight critical elements (CEs) of a State Safety Oversight system, as defined by ICAO, and provides practical guidance on establishing effective regulatory frameworks, licensing, certification, surveillance, and enforcement functions.

3. Module 3 – Oversight Processes and Audit Techniques

• Certification, licensing, and surveillance methods
• Conducting audits, inspections, and assessments

4. Module 4 – Corrective Action and Risk-Based Oversight

• Root cause analysis and CAP development
• Transition to performance and risk-based oversight

5. Module 5 – USOAP CMA and SSP Alignment

• Continuous Monitoring Approach (CMA) framework
• Linking SSO, SSP, and USOAP data for compliance tracking
